TRANSIT-ORIENTED DEVELOPMENT PLANS
These plans were prepared by the Philadelphia City Planning Commission using a grant from the Delaware Valley Regional Planning Commission's Transit and Community Development Initiative (TCDI) program. Grant funds were used to hire a consultant to perform studies for two major transit corridors: the Frankford Avenue Corridor in Northeast Philadelphia, and the West Market Street Corridor in West Philadelphia (44th to 63rd Streets).

Consultant Team
The lead consultant was Wallace Roberts & Todd (WRT). Sub-consultants included Nelson-Nygaard (transportation planning) and Real Estate Strategies, Inc. (economics and market studies).

Plan Recommendations
The two plans call for corridor revitalization over the long-term. Recommended projects and improvements can be accomplished in phases over many years. Several types of recommendations are contained in the plans:
  • Transit-Oriented Development (TOD), including mixed-use redevelopment and commercial revitalization. Transit Oriented Development has several key characteristics: proximity to transit, moderate-to-high density, a mix of land uses, and a pedestrian- and bicycle-friendly design. TOD is designed to de-emphasize the automobile in favor of pedestrian and transit amenities. TOD concepts are well suited to Philadelphia's traditional neighborhood commercial districts.

  • Conceptual land use plans. The two corridor plans establish a framework for land use. In most cases this involves recommendations for concentrated nodes of commercial and mixed use development, with residential and open space proposed in other areas. Institutions (hospitals, schools, and places of worship) are another important part of the land use plans.

  • Development guidelines and controls. The plans contain recommendations for development intensities, building height, setbacks, open space buffers, and landscaping. These recommendations will help establish a pattern of development that is compatible with the elevated train structure, surrounding land uses, and adjacent neighborhoods.
Community Outreach
Four community meetings were held in each corridor. In Frankford, the "Future of Frankford Committee" hosted the meetings, attended by a broad cross-section of community stakeholders.

In West Philadelphia, meetings were attended by local civic leaders, business owners, and the staff of Community Development Corporations that are active in the area. Although the consultants' work on this project is finished, community meetings are continuing in West Philadelphia.
