THE PLAN FOR WEST PHILADELPHIA
The Plan for West Philadelphia is a comprehensive plan for a 14-square mile section of Philadelphia. Published by the Philadelphia City Planning Commission in 1994, the plan examines all of West Philadelphia's neighborhoods, commercial corridors and special districts. The 1994 West Philadelphia plan marked the culmination of a lengthy planning process that included two earlier publications, dozens of community meetings and four town meetings. The plan recommends new affordable housing and market-rate housing at strategic locations. It recommends consolidation and revitalization of neighborhood commercial districts, historic preservation initiatives, a multi-use recreation trail, and guidelines for improving major highways and corridors. Additionally, the plan recommends expansion of the University of Pennsylvania to the east into an underutilized district identified as "Schuylkill West Bank." Other proposals call for architectural lighting on the four Schuylkill River bridges between Walnut Street and JFK Boulevard and the creation of an outdoor "Grand Public Room" along the 2900 block of Market Street between 30th Street Station and the Post Office building. The Plan for West Philadelphia examines special districts, nodes, landmarks, gateways and image-making locations. It also serves as a useful handbook to the 25 neighborhoods in the area.
